What is primary purpose?

A primary-purpose question asks why the author wrote the passage.

The right answer captures the author's project: to explain a phenomenon, to defend a theory, to survey a debate.

The trap answers describe one paragraph's job or use verbs the author never earns, like prove for a passage that only suggests.
