What is appeal to authority?

An appeal to authority treats an expert's say-so as proof, without examining the reasoning.

The flawed version cites an authority outside their field, or treats one expert as settling a debated question.

Citing a genuine expert on their own topic is legitimate evidence, not a flaw.
