What is scope shift?

A scope shift is when the conclusion talks about something the premises never established.

The premises prove the policy is expensive; the conclusion says it is unpopular. Expensive and unpopular are different scopes.

Assumption questions love scope shifts: the missing link is usually the assumption that connects the two scopes.
