What is percentages vs. numbers?

This is the flaw of confusing percentages with raw numbers.

A 50 percent increase sounds big until you learn it went from 2 cases to 3. A falling percentage can hide a rising count.

When a stimulus gives you a rate, ask for the base. When it gives you a count, ask for the rate.
